PURPOSE OF BAL MANCH
WORK POLICY OF INTERVENTION IN BAL MANCH
The following strategy will be for the all-round development of the children of Dalit and Minority sections of the society under the purview of Indian Constitution –
The Bal Manch will be a joint platform of the boy group, girl group, teenage group at project level which will be known as Bal Manch, Chakia.
KEY ISSUES OF BAL MANCH
BOY GROUP
There will be only one group of boy below the age of 6 to 18 years for all the former at the village level which will be known as the Boy Group. This group will be a member group of Bal Manch. Thus, there will be a total of 22 groups.
GIRL GROUP
There will be a group of girls below the age of 6 to 14 years for all the former at the village level which will be known as the Girl Group. This girl group will be a member group of Bal Manch at project level. Thus, there will be a total of 22 groups.
TEENAGE GROUP
There will be a group of unmarried girls above the age of 14 years of all the former at the village level which will be known as Teenage Group. This teenage group will be a member group of Bal Manch at project level. Thus, there will be a total of 22 groups.
MEMBERSHIP
BOY GROUP
In the village level at which a boy group is formed, all the boys of the villages, who are below 6 to 18 years, will be members of this group. For the first 3 months, the worker will inform every child about the boy group and will take the initiative to add the children to the boy group. The details of the child by whom consent will be given will be written on the register of the boy group. In which the name of the child, father’s name, age, village, name of the hamlet, caste, class, special quality, etc. will be entered. The group will unanimously select a number for the Bal Manch who will be nominated for participation in quarterly meetings of Bal Manch. It will be the responsibility of the nominated member to inform the group about the decision taken by participating in Bal Manch.
GIRL GROUP
In the village level at which the girl group is formed, all the girls below the age of 6 to 14 years will be members of this group. The first 3 months, the worker will inform each girl about the girl group and will take initiative to add girls to the girl group. The details of the girl who will be given consent will be mentioned on the register of the girl group. In which the girl’s name, father’s name, age , village, name of hamlet, caste, class, special quality, etc. will be entered. In the girl group, one of the voluntary community health workers working at the state level village will be the nominated member of this group. The group will unanimously select a member for the Bal Manch who will be nominated for participation in quarterly meeting of Bal Manch. It will be the responsibility of the group about the decision taken by participating in Bal Manch.
TEENAGER GROUP
In the village level at which the teenager group is formed, all the unmarried girls above the age of 14 years in that village will be members of this group. For the first 3 months, the worker will inform each girl about the teenager group and will take initiative to add girls to the teenager group. The details of the girl who will be given consent will be mentioned on the register of the teenager group. In which the girl’s name, father’s name, age, village, name of hamlet, caste, class, special quality, etc. will be entered. In the teenager group, one of the voluntary community health workers working at the state level village will be the nominated member of this group. The group will unanimously select a member for the Bal Manch who will be nominated for participation in quarterly meeting of Bal Manch. It will be the responsibility of the group about the decision taken by participating in Bal Manch.
BAL MANCH: - The members of all the boys group, girls group and teenager group will be nominated members of Bal Manch. One member from each group will be a member of forum at the level of Bal Manch. Those who will be unanimously selected as Bal Manch by the boy group, girl group and teenager group. There will be a register of Bal Manch on which full details of the members like name, father’s name, age, village, name of hamlet, caste, class, special qualities, etc. will be recorded.
GROUP MEETING
MEETING OF BAL MANCH
The meeting of Bal Manch will be held on quarterly basis at the Project Office. In this meeting, all members of the project will participate with the selected members of the boy group, girl group and teenager group. This meeting will have the following agenda –
In the quarterly meeting of the Bal Manch, it will be the responsibility of the Project Coordinator to get the participation of the people working which is related to the Child Development Department, Education Department, Health Department, Nehru Yuva Kendra and other children in the meeting of Bal Manch so that the child can know and understand the aspects of development themselves and they can participate in it.

FUND OF BAL MANCH
For the programs to be done in the interest of children, a fund will be created for the Bal Manch at the institution level. In this fund, donations, etc. will be collected through community level meetings and ensure better use of children. The amount of this fund can be spent through meetings in Bal Manch after approval. Approval will be obtained by sharing the details of income and expenditure on an annual basis in Bal Manch. The coordinator of Bal Manch will be responsible for overseeing and managing this course at the project level. The Bal Manch fund will have a ledger account and will be kept updated.

During the selection of leader for Bal Manch from Boy Group, Girl Group and Teenager Group, we will consider the following points –

ROLE OF WORKER IN GROUP MEETING
The role of the organization’s worker in group meetings will be smooth. The worker will encourage the leaders and members in the meeting to discuss in the meeting under the leadership of the chosen leader of the group which will help in decision making and provide guidelines in writing the proceedings of the meeting. It will also encourage group communication among the members and provide guidance for full discussion on the group meeting agenda. The worker will play the role of the facilitator in participatory solution to any type of problem in the group. The worker will also provide information to the members of the group on the issue set by the institution.
ROLE OF SANSTHAN IN THE GROUP
PRIVACY
The Sansthan shall abide by the norms laid down in the J J Act 2015 and observe confidentiality related to children’s issues and shall not make public any information such as name, address, contact number, photo, etc. nor provide any such person to the institution whose group will not be associated with Bal Manch.
GROUP’S ROLE IN CHILD DEVELOPMENT
The group will initiate self-development initiatives for holistic child development with the participation of all the target group children in the village and conduct child development processes and identify needy children and engage them with development plans and benefits and will work as communication between children and parents. The village worker will share the identified gap on the issue of child development at the village level and will be connected through teaching and learning in institutional development processes.
GROUP’S ROLE IN CHILD DEVELOPMENT
The Sansthan will link the schemes of the central government and the state government according to the merit of the group and will try to ensure the participation of children accordingly. For the development of children, the issue related to playgrounds, library, computer, park, hammock and other children in the village will be demanded from the competent authority. Along with this, we will try to link these schemes –
GROUP’S ASSOCIATION WITH THE PANCHAYAT
In order for the development of the children, the group will interact with the representatives of the panchayat and provide demand letters, etc. on the essential aspects from the Gram Panchayat as per their requirement. The Village Child Protection Committee constituted at the Gram Panchayat level will apply for the representation of 2 children of the child group and will make activate participation in the meetings and will submit the issue of child protection in writing to the chairman of the Village Child Protection Committee. Along with this, the proposed village will also submit the child protection scheme.
GROUP’S ENGAGEMENT WITH AND ROLE IN EDUCATION DEVELOPMENT
The group will identify the children of the village who are outside education development. The
Children will inform the Anganwadi and the school through the group and discuss the progress of the children in the group’s seat and decide. Educations in the village will help in creating an environment for development and will prepare children to receive education regularly.
The children of the group who are better in education to provide short term tuition, etc. to other vulnerable children and motivate them to be able to help the weaker children in the progress of education.
PARTICIPATION OF GROUP MEMBERS IN NATION BUILDING WORK
The Sansthan will provide guidance to the children through dialogue, discussion, song, drama, practice work on the following issues in the group meeting towards nation building through worker –
REVIEW OF BAL MANCH POLICIES
THE Sansthan will review every month in December on the basis of experiences at the institution level and at the child stage level and will change the policies based on the suggestions. In the process, based on the suggestions and guidance of the representative of Child Right and You, New Delhi the project team will share a change with Bal Manch.
